Why Email Palestine?
The largest organization representing Palestinian Civil Society, The Palestinian NGO Network (PNGO), has already called for the deployment of a UN-Mandated Multinational Protective Force. However, only the official State of Palestine can authorize the entry of such a force. Without its approval, Palestinians will not have any protection.
If you agree with Palestinian civil society that the deployment of an armed protection force is a necessary step to bring about an end this genocide, it’s critical to ask the State of Palestine to act now by calling for it at the UNGA.
UN Actions Taken & Actions Still Needed
The UN Representative for the State of Palestine, Dr. Riyad Mansour, sent a letter to the UN Secretary-General, the President of the General Assembly and the President of the Security Council asking for the “dispatch of an international protection force to the Occupied Palestinian Territories (OPT) and acceleration of unfettered humanitarian assistance.” His words were promising but require further action. The State of Palestine submitted Dr. Mansour’s request to the Security Council (UNSC), where it is guaranteed to be vetoed by the United States. If the State of Palestine genuinely supports the protection that Palestinian civil society has requested, it must take the request to the General Assembly (UNGA)—making clear that any protection force would need to be armed for self-defense and to protect civilians from harm, in order to fulfill its mandate. It must reject the French-Saudi proposal for a “stabilization” force, as this would be led by states that have themselves been complicit in the genocide, and would have the goal of returning to the violent, illegal Zionist settler colonial “status quo,” allowing no future possibility for Palestinian sovereignty or right to return.
In calling upon the Palestinian state to take action to initiate a Uniting for Peace effort to send a protection force equipped to carry out its mandate, we follow the lead not just of PNGO and the major global organizations endorsing its call, but also of dozens of UN experts including Francesca Albanese who have made a similar call, of former UN senior human rights official Craig Mokhiber, who has outlined a clear plan (the same one endorsed by PNGO) to ensure that the UN send an armed protection force using Uniting for Peace, and of many others. Our effort builds also upon campaigns led by DAWN, Protect Palestine, People Against Genocide Everywhere, and many others supporting the same call.
What You Can Do
By signing and sending this email—and sharing with others—you let the State of Palestine know that if it formally requests the deployment of a UN-mandated multinational protective force that is armed for self-defense and to protect civilians (as Palestinian civil society has already done), the world will support its call.
This action could lead to an Emergency Special Session (ESS) in which the General Assembly would vote for a Uniting for Peace Resolution. The government of Colombia has already committed to introducing this measure in support of Palestine at an ESS. With a two-thirds vote, such a protective force could be mobilized for Gaza in weeks. There is no Security Council veto, and troops would be sent by countries that oppose Israel’s genocide—not those that have been complicit in it.

Dear President Abbas and Dr. Mansour,
I applaud your request to the UNSC for “the dispatch of an international protection force to the OPT and acceleration of unfettered humanitarian assistance by the UN and international organizations.”
PNGO and major global organizations have called for the UNGA to use the Uniting for Peace mechanism to introduce a resolution adhering to a proposal that includes the demand that it “mandate an armed, multinational, UN protection force to deploy to Gaza…acting at the request of the State of Palestine, to protect civilians, open entry points via land and sea, facilitate humanitarian aid, preserve evidence of Israeli crimes, and assist in recovery and reconstruction.” I urge you to immediately call for a UNGA Emergency Special Session to initiate such a resolution, and to firmly reject the French-Saudi proposal for a “stabilization” force.
If you make the call to authorize an armed protection force for Palestine through UfP, the people of the world will demand that our respective governments approve it, and will support a decision to exclude troops from complicit countries. Our efforts will not stop until the genocide ends, humanitarian aid enters unfettered, and the occupation ends.
